The maximum transmit output power of the DW1000 is -35dBm/MHz?

Hi, everyone. I have a question about the maximum transmit output power of the DW1000. Details as below.

In the document of the APS009, there is a sentence in it. "The transmit output power of the DW1000 is limited by design to a maximum value

of approx. -35dBm / MHz." The maximum transmit output power of the DW1000 is -35dBm/MHz , and the ideal signal is -41.3dBm/MHz. The difference of them is 6.3dB.

In the document of the dw1000_user_manual, The recommended TX_POWER is 0x67676767 when the smart transmit power control is disable.  0x67676767 denotes that the gain is only 9 +3.5 = 12dB. But the  maximum gain is 33.5dB. The difference of them is 21.5dB. It's a big difference from 6.3dB. Is there something wrong with my understanding ?

So, If I want to set the maximum transmit output power of the DW1000, What TX_POWER i can set ? And It's will not affect the spectrum bandwidth.
