The screenshot in the your post is currently on page 40 of the General Reference Guide. If you go to page 38, it mentions the use of angle brackets. Or, go to Part 5, Symbol Editor (currently on page 111)—that section contains the following explanation:
These are programming attributes; here are some notes in the guide. You can also find an explanation in the QSpice Help file.
