Rc circuit netlist not going 0

I dont understand why vr branch is not starting at 0. May someone help?

Roff=1Meg is in series with R1 which is also 1Meg. So you have a voltage divider and Vr = V1/2. Try to make Voff=1G and it will start from zero.
