Only problem is the 74HC14 has a rated VCC range of 2 to 6 V. The parts powered from 10 and 15 V will likely die. It could work with an input of 2 V tripled to 6 V.
Notice that the Vss terminals on the floating parts are connected to the previous stage so the parts will only get 5V between Vdd and Vss.
You are correct. I was misled by the 2VDD and 3VDD bypass caps connected to GND.
