QPA2237 max output power 6W not 10W

Hello, I designed a PCB featuring your QPA2237 with the drain bias tee as listed in datasheet.
Conditions:
VDD=32.47v
Idd = 360mA
Vgg = -2.1v
Pin = 27dbm CW
Pout = max. 36dbm
I’m puzzled by that, the frequency is 480mhz CW
And the output barely reaches 36dbm, all while dissipating 15W in heat. There is no overheating issue, 400g copper heatsink soldered directly on the opposite side of the chip with a huge plated hole filled with solder for immediate direct heat transfer. The chip doesn’t exceed 35 degrees C . Whereis the problem?
