Yes, your statement is true.
In order to calculate PdoA, QM33120 needs to switch receiver between SHR (preamble + SFD) and STS.
The DW1000 chip does not support SP1 packet format (packet containing STS segment).
So it’s not possible for the QM33120 to calculate PdoA.
