Listener out of tag range

Hello,
I have a simple question:

Will a listerner, which is not in WUB or/and BLE range from a tag, be able to give the location info about the tag?

If affirmative, will this happen also in release 2?

“Listener” is a UWB listener, so it has to receive messages from a tag or else it cannot report its location estimate.
