No it’s not possible.
DW3xxx does not support a pulse shape which can comply with ARIB STD-T91 Overview of ARIB Standards (STD-T91)|Association of Radio Industries and Businesses

According ARIB STD-T91 as you mentioned, available frequency in Japan is as below,
Indoor usage: 3.4GHz or above and below 4.8GHz, 7.25GHz or above and below
10.25GHz
Outdoor usage: 7.587GHz or above and below 8.4GHz, 7.25GHz or above and
below 9GHz
QM33xxxW is supported 5, 9 channel, so I can use channel 9.
But allowed Tx average power is very low as -70dBm.
So I think it’ too hard to communicate using TWR in long range.
Is it right my thought?

where did you found the -70 dBm information. This limit should be for other bands.
For Ch9 uwb band, the limit for STD-T91 is the same defined by FCC (-41.3 dBm /MHz).

If you targeting to satisfy ARIB-T91, then we would strongly recommend using a bandpass filter to suppress out of band emissions. QM33120WDK1 is also using the same bandpass filter and can give you an idea about the overall performance.
Furthermore, to measure the peak power on a spectrum analyser, 50 MHz resolution bandwidth is required to satisfy 0 dBm / 50 MHz peak power limitation.
