Can DWM1001C Module be interfaced without the DWM1001-DEV board? If so what are the options?

yes the board can be interfaced without the DWM1001-DEV board. You need to apply 3.3V to power pins and they you can interface it with other MCU/stuff.

can USB-UART converters like FT232, CP2102, CH34 or any other USB TTL Converters be used to program it directly ?

unfortunately not, you need some SWD programmer to upload the firmware into the DWM1001 module.

What debugger would you suggest? because of the unavailability of the segger J-link debug, lack magic probe. Can you give me some other options?

Instead of J-link, can ST-link be used to debug, without any STM boards but directly with the DWM1001C module? they seem to have same specifications as that of J-link.

I have no idea. In theory it should be possible as the ST-link contains lined for SWD programming - check this post microcontroller - Can I use ST-Link programmer for non-ST chips? - Electrical Engineering Stack Exchange
